Myanmar exiles urge US to seek more reforms

WASHINGTON (AP) ? The European Union's suspension of economic sanctions against Myanmar has riled exiled activists, who are urging the United States to press for further reforms by the dominant military before following suit.

The activists' opposition has exposed differences with democracy leader Aung San Suu Kyi, whose cause they have championed for more than two decades, which helped drive the sanctions in the first place.

Suu Kyi endorsed the EU move during a visit by British Prime Minister David Cameron to Yangon this month, but the activists are skeptical that sanctions could be re-imposed if Myanmar, also known as Burma, should backslide on the reforms. They say despite Suu Kyi winning a seat in parliament and the government reaching cease-fires with several ethnic armed insurgencies, the changes have yet to affect the lives of most citizens and rampant rights abuses continue.

"The EU has suspended sanctions knowing that its own benchmarks on Burma have not been met: the unconditional release of all political prisoners and a cessation of attacks against ethnic minorities," Soe Aung of the Forum for Democracy in Burma said by e-mail from Thailand. He accused the bloc of rushing to reward "murky reforms."

"It's illogical and a little hypocritical," Aung said.

While the influence of Myanmar activists who escaped the country in the years following a 1988 crackdown on democracy protesters is waning as the country opens up, they remain players in the debate. Last week, a group of them were lobbying opinion-makers in Washington, including at the State Department and the World Bank.

They say foreign investment before rule of law is established in the impoverished country would do more harm than good and benefit only the military and its cronies, who dominate the most lucrative sectors of the economy, such as timber, gemstones, oil and gas. Most of those resources are in, and need to be transported through, remote, ethnic-minority regions where hundreds of thousands of villagers have been displaced by fighting and where military abuses have been worst.

The Obama administration has taken those concerns on board. While the U.S. has led the charge in engaging Myanmar, it is moving more slowly than the EU in lifting sanctions. It is upgrading diplomatic ties and plans to allow U.S. investment in some sectors, but only in areas it judges would benefit the broader population.

Congressional committees that oversee U.S. policy toward Asia will take up the issue this week, hearing testimony by senior officials from the State Department, the U.S. Agency for International Development and the Treasury Department.

Khin Ohmar, coordinator of Burma Partnership, a coalition of pro-democracy activists based in several Asian countries, said despite relaxation of restrictions on media and peaceful protests in Myanmar, the military still can act with impunity.

"People talk about President Thein Sein being reform-minded. That may be true. There's always been reform-minded people, even under the repressive system. But what we need in Burma is institutional changes, not changes based on personalities," she said in Washington.

She said the litmus test of political reform would be 2015 national elections, when the military's control of parliament will be challenged. Even after winning 43 of the 45 seats contested in recent special elections, Suu Kyi's party still controls fewer than 7 percent of the seats, and refused to take them up when parliament convened Monday due to a dispute over a single word in the oath of office ? a sign of the formidable hurdles that remain in political reconciliation.

Western governments maintain it's important to act now to reward Thein Sein's government and to weaken the hand of conservatives in the military who oppose the democratic reforms.

The EU announced Monday it was suspending most of its sanctions, except an arms embargo, for six months to a year while it assesses the country's progress. The restrictions currently target more than 800 companies and nearly 500 people. Last week, Japan said it would take steps to forgive about $3.7 billion of Myanmar's debt and resume full-fledged development aid.

Former political prisoner Aung Din of the U.S. Campaign for Burma, who will testify at one of this week's U.S. congressional hearings, says once Western businesses move into Myanmar it will be difficult to reverse the sanctions, and democracy advocates will lose leverage over the military. He questioned whether Suu Kyi and her party were properly informed of the risks before she endorsed the EU move.

Since the special elections, the U.S. has eased financial sanctions to allow private groups to do charity work in Myanmar, and is soon expected to open the way for investment in sectors such as agriculture, tourism, banking and finance. One influential lawmaker, Sen. Jim Webb, D-Va., has suggested easing trade sanctions too.

Despite abiding Republican skepticism about the administration's willingness to reach out to authoritarian governments, the most influential lawmakers from both parties on Myanmar policy have broadly endorsed Obama's approach ? a rare example of bipartisanship in Washington.

"To most observers on the outside, it's clearly time to negotiate a transition here," said Priscilla Clapp, a former charge d'affaires of the U.S. Embassy in Yangon. "You can't be so hard-nosed as not to compromise."

Using a hologram to resurrect the dead is a form of technology that poses concern. It started with Shakur, but at this rate, there will be concert tours resurrecting Aaliyah, Biggie Smalls, Michael Jackson and Whitney Houston.

Although this form of technology gives individuals the ability to reconnect with the past, present relationships and connections should be our primary focus. Thanks to technological advancements, society is relying more and more on social media, video chats, and text messages to connect and communicate. But technology doesnt allow people to fully express their emotions.

Face-to-face interaction has diminished. Friends have become acquaintances and acquaintances have become strangers. We have lost the intimate bond created by in-person contact.

There is a serious problem when individuals are able to hold an intellectual conversation or argument via mobile texting or social media outlets, but awkwardly scuffle past each other when crossing paths in person. About a decade ago, such actions were cowardly.

This is also true for the professional sphere. It is now normal for an employer to interview a potential job or internship candidate via Skype or telephone when this does not do an individual justice. Body language and personalities cannot be identified through a projector or screen, but this generation has been a strong advocate for cultivating formal relationships digitally.

There is no doubt that technological advancements have positively impacted society, but social media and technology should be an alternative form of human interaction, not a replacement. Humanity used to be defined by its ability to communicate. Now, however, virtual forms of communication are creating disconnect. Technology may be increasing the ability of humanity to be the superior species, but it is degrading our ability to be human.

Find ways to keep face-to-face interaction relevant. Express your feelings verbally rather than through a text message, video chat, or social media status update. Technology will continue to advance and people will continue to communicate through these media, but relationships will always be healthiest when maintained through physical interactions. Were human beings, not robots.

Exclusive 'Battleship' Clip: Taylor Kitsch Gets Flirty With Brooklyn Decker

In addition to alien-vs.-soldier action, the film has a softer side, as our exclusive clip shows.

"Fire all the weapons!" Liam Neeson yells in the first "Battleship" trailer, a command dutifully followed by a young naval officer in the film but one that failed to trigger the dude-I-gotta-see-this-movie jones of many moviegoers.

But we had a feeling a lot of folks were missing the point of both the popcorn flick's whiz-bang alien-vs.-soldier brawling and the sun-dappled human-on-human seduction giving "Battleship" its warm, gooey center. The film is perfectly constructed to fill the "Transformers"-sized hole in the summer movie calendar. Audiences overseas are already responding, shelling out $58 million to check it out since the April 11 foreign release. Our turn comes on May 18.

Before then, and having seen the CGI-heavy theatrics in "Battleship" trailers, it's time to take a look at the film's softer side. That's where MTV News' Summer Movie Preview comes into play, delivering an exclusive clip featuring Taylor Kitsch and his bodacious birthday wish, Brooklyn Decker.

The scene in the clip comes early in the film, with Kitsch's unemployed slacker, Alex Hopper, sharing a sad-sack birthday party in a dingy bar with his brother, Stone (Alexander Skarsgård). Then Brooklyn Decker's Samantha arrives, seeking a chicken burrito but not necessarily the attention of unemployed slackers. When unemployed slackers look like Taylor Kitsch, though, you can be pretty sure romance is going to bloom — until those pesky aliens arrive and put a damper on the relationship of two of the prettiest people on this, or any, planet.

Let's not keep Skarsgård out of the beauty contest. That's partly how he got the job. Director Peter Berg recently told MTV News that while he loved the actor's work as a vampire in "True Blood," it wasn't his résumé that won him the gig.

"All the girls in the office stormed into my office and demanded that we cast him," Berg said. "And then when I met him, my son was there, and [Alex] got out of his Audi R8 — that's my son's dream car. My son just stood there with his jaw open, staring first at him, then at his car, and he said, 'Dad, it's non-negotiable. Alex is in the movie.' "

Skarsgård's "Battleship" itch was a tad more substantive. "I was working on 'Melancholia' right before this, which is a Lars von Trier, European art-house movie. So I was excited about the combination of doing those two back-to-back," he explained to us. "But then it was also the fact that Pete is an actor and he knows actors and he cares about the characters. ... [He] talked more about the characters and the relationships than how amazing the explosions would look."

That perfectly explains the importance of our exclusive clip. "The movie is really the story of a younger brother trying to grow up and be a man like [his older brother]," Berg said. "There just happens to be an alien invasion in the middle of it."

The upbeat tone in European markets also helped support the euro, which was trading 0.1 percent higher at $1.3146. Earlier it had risen to $1.3170 after a surprise increase in inflation in the 17-country eurozone to 2.7 percent in the year to March reined in expectations that the European Central Bank will cut interest rates again anytime soon.

Wall Street was poised for a solid opening too, with both Dow futures and the broader S&P 500 futures up 0.3 percent.

Earlier in Asia, Japan's Nikkei 225 index fell less than 0.1 percent to close at 9,464.71 while South Korea's Kospi index slipped 0.4 percent to 1,985.30 and Hong Kong's Hang Seng lost 0.2 percent to 20,562.31. Mainland Chinese shares lost ground, with the benchmark Shanghai Composite Index falling 0.9 percent to 2,334.99. The Shenzhen Composite Index lost 1.3 percent to 936.74.

Oil prices tracked equities higher ? benchmark oil for May delivery was up 75 cents to $103.68 per barrel in electronic trading on the New York Mercantile exchange.

(AP) ? A year after the Muscular Dystrophy Association telethon split with comedian and longtime host Jerry Lewis, the Labor Day weekend show is leaving Las Vegas.

An official at the South Point Hotel Casino & Spa, where the event was held last year without Lewis, said Friday that association executives had decided to move it to the Los Angeles area.

"Last year the MDA made us aware they were looking to make a change, so the recent news comes as no surprise," resort marketing chief Tom Mikovits told The Associated Press. "We are proud to have hosted the Labor Day Telethon for the last six years and we wish the MDA all the best in the future."

Hotel owner Michael Gaughan told a Las Vegas Review-Journal columnist that the show would be shortened to three hours and broadcast from CBS studios in Culver City, Calif. Gaughan was traveling and unavailable Friday.

"The show is being put together," said Roxan Olivas, a Muscular Dystrophy Association spokeswoman in Tucson, Ariz. She declined to provide details.

A spokeswoman for Lewis said the entertainer and host of the telethon for more than four decades was traveling, and probably wouldn't comment about the MDA move.

"He has not discussed the telethon since last year, when he had no comment," spokeswoman Candi Cazau said.

Lewis turned 86 on March 16 and lives in Las Vegas. He was MDA national chairman from the early 1950s to 2011. He started the Labor Day Muscular Dystrophy Association telethon in 1966 with a nearly 22-hour show at a single TV station in New York.

The event moved to Las Vegas in 1973, and had stints in Los Angeles before moving to Gaughan's hotel.

Lewis' absence last year ended a 45-year run in which officials credit him with raising $1.66 billion for research and aid for those living with of the degenerative inherited muscular disease.

Despite Lewis' absence, telethon officials reported raising $61.5 million last Sept. 4 in a six-hour show with several hosts. A silent montage of Lewis film clips was shown, but he didn't take part in person or tape his signature song, "You'll Never Walk Alone."

(AP) ? Exactly 11,541 red chairs have been lined up in rows along Sarajevo's main street ? one for every man, woman and child killed in the siege that ended up being the longest in modern history.

Sarajevo on Friday marks the 20th anniversary of the start of the Bosnian war. Exhibitions, concerts and performances are being held, but nothing can match the impact of hundreds of rows of red in the same square where it all started on April 6, 1992.

Hundreds of the chairs are small, representing the slain children.

"This city needs to stop for a moment and pay tribute to its killed citizens," said Haris Pasovic, organizer of the "Sarajevo Red Line."

The Serb siege of Sarajevo went on for 44 months ? 11,825 days ? longer than the World War II siege of Leningrad, now St. Petersburg. Its 380,000 people were left without electricity, water or heat, hiding from the 330 shells a day that smashed into the city.

On that fateful day in 1992, some 40,000 people from all over the country ? Muslim Bosniaks, Christian Orthodox Serbs and Catholic Croats ? poured into the square to demand peace from their quarreling nationalist politicians.

The European Community had recognized the former Yugoslav republic of Bosnia as an independent state after most of its people voted for independence. But the vote went down along ethnic lines, with Bosniaks and Croats voting for independence, and Bosnian Serbs preferring to stay with Serb-dominated Yugoslavia.

The ethnic unity being displayed on the Sarajevo square irritated Serb nationalists, who then shot into the crowd from a nearby hotel, killing five people and igniting the 1992-1995 war.

The Serb nationalists, helped by neighboring Serbia, laid siege to Sarajevo and within a few months occupied 70 percent of Bosnia, expelling all non-Serbs from territory they controlled.

Meanwhile Bosniaks and Croats ? who started off as allies ? turned against each other, so all three groups ended up fighting a war that took over 100,000 lives, made half of the population homeless and left the once-ethnically mixed country devastated and divided into mono-ethnic enclaves.

A 1995 peace agreement brokered by the United States ended the shooting but its compromises left the nation ethnically divided into two ministates ? one for Serbs, the other shared by Bosniaks and Croats ? linked by a central government.

The result is a bureaucratic monstrosity: Bosnia has three rotating presidents at the state level and each ministate has its own president ? that's five presidents in all. There are overall 13 prime ministers, over 130 ministers, more than 760 lawmakers and 148 municipalities.

Not only does this cost the impoverished nation of 3.5 million over 50 percent of its annual GDP but it leads to endless bickering between institutions.

It's a dysfunctional system that must be simplified if Bosnia wants to achieve its goal of joining the 27-nation European Union. Brussels insists Bosnia must be more centralized but that goes against Serbs' desire to maintain their autonomy. Croats insist on their own little ministate instead of sharing one with the Bosniaks and the Bosniaks want a unified country.

In fact, everybody wants what they wanted back in 1992. So Bosnia today is not at war but certainly not at peace.

Bogdan Vukadin was one of those Serb soldiers firing from the mountains on Sarajevo during the war.

"We did not fight this war for nothing," he says. "We have our Serb Republic, we have our government, we have our president, we have our own institutions."

Ethnic mistrust or economic differences between the ministates are keeping the groups in Bosnia separated. Children in school are learning three different version of history, calling their common language by three different names ? Serbian, Bosnian and Croatian ? and are growing isolated from each other in monoethnic enclaves.

Foreign investors ? the only hope for the country's economy ? are avoiding Bosnia for its political instability and its enormous bureaucracy.

The pressure to join the EU has united some of the country's institutions. Bosnia now has a common currency, a central bank, its two ministate police forces are run by a joint ministry. There is a state court, border police on state level and even a joint army ? melded from the three that once fought each other.

Now those same soldiers from all three armies are united, protesting together over a lack of retirement pay and jobs in the same central Sarajevo square. Dressed in old uniforms, exhausted and unshaved, Serbs, Bosniaks and Croats sleep and eat at this doomed square, occasionally shouting up to nearby government offices "Thieves, thieves!"

The former soldiers say they are here to defend Bosnia from lying politicians. Many of them were only 17 in 1992 when the ethnically mixed crowd gathered to demand peace but was cheated.

"We will be here together till the end, demanding our rights," said Milomir Saric, a Bosnian Serb veteran.
