(AP) ? The extent of the European car industry's troubles was laid bare Wednesday, when France's government tossed a financial lifeline to the continent's No. 2 automaker, Peugeot Citroen, and Ford said it would shut a plant in Belgium, cutting 9,500 jobs.

Experts say France's ?7 billion ($9.1 billion) bailout, a three-year loan guarantee, represents a desperate attempt to avoid the sort of layoffs that companies like Ford are slowly accepting as inevitable.

The problem is the region's carmakers are selling too few cars in Europe, where the financial crisis has caused demand to dry up, and have too many factories. Even Germany's automakers, which had weathered the economic downturn relatively well, are not immune.

"The actions that should have been taken three years ago are starting to be put into place," said Tim Urqhart, senior analyst at IHS Automotive. "It speaks to the gravity of the situation and the seriousness of where things are."

In return for the Peugeot bailout, France's Socialist government asked for greater influence at the carmaker, including a government position and a workers representative on a supervisory board. That would help it avoid job cuts at a time when unemployment is stuck above 10 percent.

"My government has no intention of just giving, of offering a gift without anything in return," Prime Minister Jean-Marc Ayrault said on French radio station France Inter.

Peugeot, which says layoffs are key if the carmaker is to recover, faces a Nov. 15 deadline in its negotiations with the government over how to handle job losses.

It's the first French intervention in the industry since a ?6 billion loan package to Peugeot Citroen and Renault in 2008-2009 when the economy was reeling from a financial crisis that triggered a global recession.

But the European car industry didn't undergo the dramatic overhaul that U.S. bailouts prompted among its carmakers. Peugeot Citroen has struggled since, and is especially vulnerable to the downturn in southern Europe, which makes up more than half its sales and shows no signs of emerging soon from widespread debt problems.

Ford, which expects to lose more than $1 billion a year in Europe, has been pursuing plant closures and layoffs more aggressively.

The company, which sells a quarter of its cars in Europe, announced Wednesday the closure of a car plant in eastern Belgium ? one of its main European factories ? by the end of 2014. It will result in 9,500 direct and indirect job losses.

"This is taking us by surprise and is an extremely bitter pill," Christian Democrat union representative Johan Lamers told The Associated Press in Belgium.

Fears were mounting that the axe may also soon fall in Britain as trade unions at Ford's Southampton plant have been called in for a meeting with management on Thursday.

Ford's move, which still must be negotiated with Belgian employee unions, is far swifter than anything General Motors has been able to accomplish in Europe during the most recent economic downturn. GM also wants to cut its factory capacity in the region and is in negotiations with unions to shutter a plant in Bochum, Germany, in 2017. GM's last factory closure in Europe was an Opel plant in Antwerp, Belgium, in 2010.

GM is also trying to consolidate costs with an alliance with Peugeot: They announced the joint development of four automobile lines to be released in 2016 on Wednesday, saying that the alliance would save them $2 billion by 2017. The joint Peugeot- GM program will make a small van for GM's Opel and Vauxhall brands and serve as the basis for a compact crossover vehicle for Peugeot. They'll also develop a new, low-emissions small car and work together on mid-size cars and small vans.

But built into the alliances' four-year timeline is an assumption that the European market will soon bottom out.

"They have overcapacity and big dependence on the European market," Urqhart said.

And even France's latest plan is not guaranteed. European Union regulators generally frown on state intervention into industry, although during the 2008-2009 financial crisis they gave swift approval to France's previous bailout.

Joaquin Almunia, the European Union competition commissioner, said the EU has not yet been formally notified of the latest plan for Peugeot but said the governing body would assess it carefully. Peugeot's CEO Philippe Varin said the government guarantee was at market rates and he expected the EU to look favorably on it.

"The health of (Peugeot) is critical for France," Varin said.

Figures released Wednesday illustrated the problems Peugeot is facing. Sales fell 3.9 percent in the third quarter to ?12.93 billion from ?13.45 billion in the same period last year. Automotive division sales were down 8.5 percent, hurt especially by a weakening European demand and the suspension of deliveries to Iran. Sales increases in China and Russia shored up the company, as has the expansion of the GM alliance.

Peugeot's shares are down more than 60 percent since the beginning of the year, and dropped further on Wednesday. The company will offer no dividends for the term of the bailout, and executives will receive no stock options during that time.

"The main thing the government wants in return, it's really a change in governance" at Peugeot, said Najat Vallaud-Belkacem, the government spokeswoman.

Ford Rapidly Expanding in Asia/Pacific and Africa Markets

This is the third in a series of top industry executives talking about their strategies driving into 2013.Thursday: John de Nysschen-CEO of Nissan?s Infiniti luxury division

Ford says its Asia/Pacificand Africa markets, which include Australia, New Zealand, Japan, China, Taiwan, India, Thailand, Indonesia, the Philippines, Vietnam and South Africa, are expected to account for 60%-70% of its growth in the next decade.

To capitalize on this, Ford rapidly is constructing new factories. Since 2006, it has invested $6 billion in the APA region and opened two new plants in China. Seven more, five in China and two in India, are planned.

Joe Hinrichs, group vice president and president-Asia/Pacific and Africa, tells WardsAuto in an interview via email the auto maker will leverage its One Ford plan, which focuses on maximizing its global resources, to facilitate growth in these regions. Following is an edited version of that interview:

WardsAuto: What is your outlook for the Asia/Pacific and Africa market in 2013, and how will it affect your business performance?

Hinrichs: Although there are some uncertainties about the economy, we believe the APA market will continue to grow next year and for the next decade. It is important to remember that Ford intends to be in Asia/Pacific and Africa for the long term.

It is widely accepted that the auto industry takes off when the country's (gross domestic product) reaches $5,000-$6,000 per capita. Between China, India and the Association of Southeast Asian Nations, there will be 2 billion people by 2020 that are of driving age and have reached the (necessary) economic income level.

With this in mind, we expect 60%-70% of Ford's growth in the next 10 years to come from Asia/ Pacific and Africa. In 2010, one in every six vehicles Ford sold globally was sold in APA. By 2020, it will be one in three. We have invested over $6 billion in APA since 2006. Our expansions include building nine new plants (six vehicle factories and three engine/transmission facilities) in the region, including two vehicle plants launched in first-half 2012.

We are bringing more than 50 new vehicles and powertrains to APA by mid-decade.

This includes introducing 15 new vehicles and 20 new engines and transmissions to China by 2015, eight new vehicles to India by the middle of the decade, eight new vehicles to ASEAN during the next five years and four new vehicles to Taiwan in the next three years. We are continuously delivering on our plans, and we remain positive about the market.

WardsAuto: Do you see the need to increase, decrease or maintain your global manufacturing capacity in the coming year?

Hinrichs: In Asia/Pacific and Africa, as we have (already) outlined, we expect steady increases in the next year and for the next decade. The demand for world-class products is increasing in this part of the world and, as we do around the world, we will continue aligning capacity with demand. For APA, that means adding a significant amount of capacity the next several years.

WardsAuto: What sort of challenges remain in globalizing product platforms?

Hinrichs: We don?t look at globalizing platforms as a challenge. In fact, in Asia/Pacific and Africa, we greatly benefit from this key part of the One Ford plan. The sales success of the all-new Ford Focus in China is just the latest example.

A key component of the One Ford plan is to leverage our global assets, including production platforms, technologies, and resources, for all markets. We believe this is possible because consumer needs in different markets are converging ? they all value quality, safety, fuel-efficiency and smart design and technology.

As such, our future products for all markets will be produced on global platforms with 80% parts commonality, which gives us the scale we need to deliver profitable growth to all our stakeholders.

WardsAuto: Rank the top five emerging markets. How has the list changed since 2009?

Hinrichs: We are focused on the markets in Asia/Pacific and Africa, which are the engine for global auto industry growth. According to (market forecaster) IHS, the industry will grow from 32 million (units) in 2011 to 53 million by 2020. APA will account for 46% of the global automotive industry and over 60% of its growth.

We have aggressive plans to take advantage of regional growth by developing a strong presence in China, India and ASEAN. These are the largest growth markets within our APA region.

WardsAuto: How will the dissolution of the joint venture with Mazda in China help Ford going forward?

Hinrichs: In September, Changan, Ford and Mazda received approval from China's National Development and Reform Commission (NDRC) for the restructuring plan for our joint venture in China.

Based on the plan, CFMA will be restructured into two JVs, Changan Ford Automobile and Changan Mazda Automobile. Changan Ford will assume all of CFMA?s Ford-related business, including development, manufacturing, marketing and sales of Ford-branded vehicles in China. Changan Mazda will assume all of CFMA?s Mazda-related business.

With our two partners, we now are working through the rest of the regulatory approval process with China?s Ministry of Commerce, State Administration of Industry and Commerce and Ministry of Industry and Information Technology to complete the restructuring.

The restructuring of Changan Ford Mazda allows us to further concentrate on our One Ford Plan by focusing on the Ford, Lincoln and JMC brands in China, while letting Mazda focus on its Mazda brand in China.

WardsAuto: Can Ford catch up to rivals such as General Motors and Volkswagen in China? If so, how?

Hinrichs: Our strategy isn?t about ?catching? anyone.? It is to serve the customers of China and our other APA markets with a full family of products that are the best in quality, fuel efficiency, safety and smart technology. The momentum we are seeing in our sales growth in China is a great indication that customers want and value the products we are providing.

And we are just getting started. By 2015, Ford will bring 50 new vehicles and powertrains to APA. We will double our retail outlets in the region from 2010.

We watch our competitors carefully in all markets and learn from their successes and failures as we compete with the same competitors in all markets.

However, we know it is more important to stay laser-focused on our strategy and delivering what customers want. In the end, our customers will decide what level of market share we have in China once we provide a full portfolio of wonderful global One Ford products.

The Insurance Journal didn?t include further information or explanation, but the data clearly show that California businesses are near the top end of spectrum when it comes to forking over workers? comp premiums.

In 2010, last time this survey was done, California ranked 5th, so it?s moved up two notches in the last two years.

Different forms of a single blood type gene determine what types of molecules sit on your red blood cells: type A molecules, type B molecules, A and B together, or no intact surface molecules in the case of type O (O was originally called type C, then was changed to O for the German ?ohne,? meaning ?without?).

The A, B and O versions of the gene differ only slightly, and scientists have debated two scenarios to explain their evolution. One posits that the A version of the gene existed long ago, and the B and/or O versions later cropped up independently in several species (including humans, gorillas, baboons and chimps). Alternatively, all of those species may have inherited the A and B types from a single ancestor.

To get some bloody perspective on the matter, researchers led by S?gurel looked at a particular stretch of DNA in the blood type gene in humans, bonobos, chimpanzees, gorillas, orangutans and several species of monkey. Then the scientists compared that stretch of DNA across species on the larger primate family tree. The pattern they saw suggests that the A and B blood groups were around at least 20 million years ago, well before the chimp-human split, and probably as far back as the common ancestor of humans and old-world monkeys. Sections of DNA in the human A version, for example, more closely matched the A version that gibbons have than the human B version of the gene.

Exactly why evolution would favor a mix of blood types in so many species is a mystery. Depending on blood type, people are more or less susceptible to particular pathogens. Type O people, for example, are more susceptible to cholera and plague, while people with type A are more susceptible to smallpox. Blood group diversity may have been maintained for so long because each version was immunologically advantageous in certain times and places.

?That diversity may have led to protection against whatever might come your way,? says glycoimmunologist Brian Cobb of Case Western University in Cleveland.

People with type A are also more prone to dangerous blood clots, Olsson says. (AP) ? Social Security recipients shouldn't expect a big increase in monthly benefits come January.

Preliminary figures show the annual benefit boost will be between 1 percent and 2 percent, which would be among the lowest since automatic adjustments were adopted in 1975. Monthly benefits for retired workers now average $1,237, meaning the typical retiree can expect a raise of between $12 and $24 a month.

The size of the increase will be made official Tuesday, when the government releases inflation figures for September. The announcement is unlikely to please a big group of voters ? 56 million people get benefits ? just three weeks before elections for president and Congress.

The cost-of-living adjustment, or COLA, is tied to a government measure of inflation adopted by Congress in the 1970s. It shows that consumer prices have gone up by less than 2 percent in the past year.

"Basically, for the past 12 months, prices did not go up as rapidly as they did the year before," said Polina Vlasenko, an economist at the American Institute for Economic Research, based in Great Barrington, Mass.

This year, Social Security recipients received a 3.6 percent increase in benefits after getting no increase the previous two years.

Some of next year's raise could be wiped out by higher Medicare premiums, which are deducted from Social Security payments. The Medicare Part B premium, which covers doctor visits, is expected to rise by about $7 per month for 2013, according to government projections.

The premium is currently $99.90 a month for most seniors. Medicare is expected to announce the premium for 2013 in the coming weeks.

"The COLA continues to be very critical to people in keeping them from falling behind," said David Certner, AARP's legislative policy director. "We certainly heard in those couple of years when there was no COLA at all how important it was."

How important is the COLA? From 2001 to 2011, household incomes in the U.S. dropped for every age group except one: those 65 and older.

The median income for all U.S. households fell by 6.6 percent, when inflation was taken into account, according to census data. But the median income for households headed by someone 65 or older rose by 13 percent.

"That's all because of Social Security," Certner said. "Social Security has the COLA and that's what's keeping seniors above water, as opposed to everybody else who's struggling in this economy."

Seniors still, on average, have lower incomes than younger adults. Most older Americans rely on Social Security for a majority of their income, according to the Social Security Administration.

"It's useful to bear in mind that no other group in the economy gets an automatic cost-of-living increase in their income," said David Blau, an economist at The Ohio State University. "Seniors are the only group."

Still, many feel like the COLA doesn't cover their rising costs.

"You have utilities go up, your food costs go up. Think about how much groceries have gone up," said Janice Durflinger, a 76-year-old widow in Lincoln, Neb. "I would love to know how they figure that."

The COLA is based on the Consumer Price Index for Urban Wage Earners and Clerical Workers, or CPI-W, a broad measure of consumer prices generated by the Bureau of Labor Statistics. It measures price changes for food, housing, clothing, transportation, energy, medical care, recreation and education.

In the past year, food prices have risen 2 percent while home energy prices have dropped 3.8 percent, according to the CPI-W. Housing costs have climbed by 1.4 percent and gasoline prices have increased by 1.8 percent.

Blau said it's common for seniors to feel like the COLA doesn't reflect their rising costs, in part because older people tend to spend more of their income on health care. Medical costs have risen 4.3 percent in the past year as measured by the CPI-W.

"Inflation affects everybody differently unless you happen to be that mythical average person who buys the average bundle of goods," Blau said.

By law, the Social Security Administration compares the price index for July, August and September with consumer prices in the same three months from the last year in which a COLA was awarded. A COLA was awarded a year ago, so the index from July, August and September of this year is being compared with the index from the same period in 2011.

If prices go up over the course of the year, benefits go up, starting with payments delivered in January. But if prices go down, benefits stay the same. That's what happened in 2010 and 2011, when there was no COLA.

This year, consumer prices for July and August indicate next year's COLA would be 1.4 percent. The price index for September ? the final piece of the puzzle ? will be released Tuesday. Several economists said they don't expect it to change the projected COLA by more than a few tenths of a percentage point, if at all.

Vlasenko estimates the COLA will be from 1.5 percent to 1.7 percent. AARP estimates it will be about 1.5 percent.

Since 1975, the annual COLA has averaged 4.2 percent. Only five times has it been below 2 percent, including the two times it was zero. Before 1975, it took an act of Congress to increase Social Security payments.

"Over the past year, consumer prices have only gone up a little bit," Blau said. "By historical standards, it's a very low rate of increase."

Tropical Storm Rafael dumps rain in east Caribbean

CHARLOTTE AMALIE, U.S. Virgin Islands (AP) ? Tropical Storm Rafael churned away from the Virgin Islands early Sunday as forecasters warned the system could strengthen into a hurricane early in the week.

Rafael's was centered about 100 miles (160 kilometers) north-northwest of St. Martin at 5 a.m. EDT Sunday, the U.S. National Hurricane Center in Miami said. The storm had top sustained winds of 50 mph (85 kph) and was moving north-northwest at 13 mph (20 kph).

Forecasters said Rafael could become a hurricane by late Monday.

A tropical storm warning continued in effect for Anguilla early Sunday. But forecasters said a tropical storm warning has been discontinued for the U.S. Virgin Islands, the British Virgin Islands, Barbuda, St. Kitts, Nevis, Antigua, Montserrat and St. Martin, among other places.

Forecasters said a tropical storm watch has been discontinued for Puerto Rico.

Rafael could dump rainfall between 3 and 5 inches on some islands and possibly up to 10 inches in isolated spots over the lesser Antilles and the Virgin Islands. Potentially heavy rains could cause life-threatening flash floods and mudslides, particularly in mountainous terrain, the hurricane center said. It also warned of possibly dangerous surf in some areas.

Tropical storm-force winds extended outward up to 175 miles (280 kms) from the center of the system, mainly to the northeast and east, forecasters said.

Interests in Bermuda have been urged to monitor the storm's progress as it moves away from the Virgin Islands and the Northern Leeward Islands.

Using gravitational "lenses" in space, University of Utah astronomers discovered that the centers of the biggest galaxies are growing denser ? evidence of repeated collisions and mergers by massive galaxies with 100 billion stars.

"We found that during the last 6 billion years, the matter that makes up massive elliptical galaxies is getting more concentrated toward the centers of those galaxies. This is evidence that big galaxies are crashing into other big galaxies to make even bigger galaxies," says astronomer Adam Bolton, principal author of the new study.

"Most recent studies have indicated that these massive galaxies primarily grow by eating lots of smaller galaxies," he adds. "We're suggesting that major collisions between massive galaxies are just as important as those many small snacks."

The new study ? published recently in The Astrophysical Journal ? was conducted by Bolton's team from the Sloan Digital Sky Survey-III using the survey's 2.5-meter optical telescope at Apache Point, N.M., and the Earth-orbiting Hubble Space Telescope.

The telescopes were used to observe and analyze 79 "gravitational lenses," which are galaxies between Earth and more distant galaxies. A lens galaxy's gravity bends light from a more distant galaxy, creating a ring or partial ring of light around the lens galaxy.

The size of the ring was used to determine the mass of each lens galaxy, and the speed of stars was used to calculate the concentration of mass in each lens galaxy.

Bolton conducted the study with three other University of Utah astronomers ? postdoctoral researcher Joel Brownstein, graduate student Yiping Shu and undergraduate Ryan Arneson ? and with these members of the Sloan Digital Sky Survey: Christopher Kochanek, Ohio State University; David Schlegel, Lawrence Berkeley National Laboratory; Daniel Eisenstein, Harvard-Smithsonian Center for Astrophysics; David Wake, Yale University; Natalia Connolly, Hamilton College, Clinton, N.Y.; Claudia Maraston, University of Portsmouth, U.K.; and Benjamin Weaver, New York University.

Big Meals and Snacks for Massive Elliptical Galaxies

The new study deals with the biggest, most massive kind of galaxies, known as massive elliptical galaxies, which each contain about 100 billion stars. Counting unseen "dark matter," they contain the mass of 1 trillion stars like our sun.

"They are the end products of all the collisions and mergers of previous generations of galaxies," perhaps hundreds of collisions," Bolton says.

Despite recent evidence from other studies that massive elliptical galaxies grow by eating much smaller galaxies, Bolton's previous computer simulations showed that collisions between large galaxies are the only galaxy mergers that lead, over time, to increased mass density on the center of massive elliptical galaxies.

When a small galaxy merges with a larger one, the pattern is different. The smaller galaxy is ripped apart by gravity from the larger galaxy. Stars from the smaller galaxy remain near the outskirts ? not the center ? of the larger galaxy.

"But if you have two roughly comparable galaxies and they are on a collision course, each one penetrates more toward the center of the other, so more mass ends up in the center," Bolton says.

Other recent studies indicate stars are spread more widely within galaxies over time, supporting the idea that massive galaxies snack on much smaller ones.

"We're finding galaxies are getting more concentrated in their mass over time even though they are getting less concentrated in the light they emit," Bolton says.

He believes large galaxy collisions explain the growing mass concentration, while galaxies gobbling smaller galaxies explain more starlight away from galactic centers.

"Both processes are important to explain the overall picture," Bolton says. "The way the starlight evolves cannot be explained by the big collisions, so we really need both kinds of collisions, major and minor ? a few big ones and a lot of small ones."

The new study also suggests the collisions between large galaxies are "dry collisions" ? meaning the colliding galaxies lack large amounts of gas because most of the gas already has congealed to form stars ? and that the colliding galaxies hit each other "off axis" or with what Bolton calls "glancing blows" rather than head-on.

Sloan Meets Hubble: How the Study Was Conducted

The University of Utah joined the third phase of the Sloan Digital Sky Survey, known as SDSS-III, in 2008. It involves about 20 research institutions around the world. The project, which continues until 2014, is a major international effort to map the heavens as a way to search for giant planets in other solar systems, study the origin of galaxies and expansion of the universe, and probe the mysterious dark matter and dark energy that make up most of the universe.

Bolton says his new study was "almost gravy" that accompanied an SDSS-III project named BOSS, for Baryon Oscillation Spectrographic Survey. BOSS is measuring the history of the universe's expansion with unprecedented precision. That allows scientists to study the dark energy that accelerates expansion of the universe. The universe is believed to be made of only 4 percent regular matter, 24 percent unseen "dark matter" and 72 percent yet-unexplained dark energy.

During BOSS' study of galaxies, computer analysis of light spectra emitted by galaxies revealed dozens of gravitational lenses, which were discovered because the signatures of two different galaxies are lined up.

Bolton's new study involved 79 gravitational lenses observed by two surveys:

  • The Sloan Survey and the Hubble Space Telescope collected images and emitted-light color spectra from relatively nearby, older galaxies ? including 57 gravitational lenses ? 1 billion to 3 billion years back into the cosmic past.
  • Another survey identified 22 lenses among more distant, younger galaxies from 4 billion to 6 billion years in the past.

The rings of light around gravitational-lens galaxies are named "Einstein rings" because Albert Einstein predicted the effect, although he wasn't the first to do so.

"The more distant galaxy sends out diverging light rays, but those that pass near the closer galaxy get bent into converging light rays that appear to us as of a ring of light around the closer galaxy," says Bolton.

The greater the amount of matter in a lens galaxy, the bigger the ring. That seems counterintuitive, but the larger mass pulls with enough gravity to make the distant star's light bend so much that lines of light cross as seen by the observer, creating a bigger ring.

If there is more matter concentrated near the center of a galaxy, the faster stars will be seen moving toward or being slung away from the galactic center, Bolton says.

Alternative Theories

Bolton and colleagues acknowledge their observations might be explained by theories other than the idea that galaxies are getting denser in their centers over time:

  • Gas that is collapsing to form stars can increase the concentration of mass in a galaxy. Bolton argues the stars in these galaxies are too old for that explanation to work.
  • Gravity from the largest massive galaxies strips neighboring "satellite" galaxies of their outskirts, leaving more mass concentrated in the centers of the satellite galaxies. Bolton contends that process is not likely to produce the concentration of mass observed in the new study and explain how the extent of that central mass increases over time.
  • The researchers merely detected the boundary in each galaxy between the star-dominated inner regions and the outer regions, which are dominated by unseen dark matter. Under this hypothesis, the appearance of growing galaxy mass concentration over time is due to a coincidence in researchers' measurement method, namely that they are measuring younger galaxies farther from their centers and measuring older galaxies closer to their centers, giving an illusion of growing mass concentration in galactic centers over time. Bolton says this measurement difference is too minor to explain the observed pattern of matter density within the lens galaxies.

Social healthiness is important to you too. Socialising and playing with your friends is also vital of being healthy. Not interacting with your friends on the weekends for example isn?t being socially healthy. Social and Mental healthiness also connects as well since going outside is socialising and being mentally healthy since you can relax and enjoy the outdoors while playing and talking to friends too.

Fitness is the condition of being physically fit and healthy. Being physically fit and healthy means working out often and thinks about what and how much they eat. You have to make sure that you work often because at some stage you can easily become unhealthy since you haven?t worked out for a while.

There are a few components of Health Related Fitness,

  • Cardiovascular Endurance ? is the ability of your heart vessels to supply oxygen to your muscles while exercising

?

  • Muscular Strength ? is the ability to generate force against an object

?

  • Muscular Endurance ? is how long your muscle can keep on working while exercising

?

  • Flexibility -? How far your joints can move and the movement of your joints
  • Body Compostion ? is the amount of muscle, bone density and fat you have

?

You should test your fitness because it is really good to know where you are at among other people, maybe not just to your self but to think about if you are in a good position or that you have to think about becoming more healthy. There are a lot of ways to test your fitness but I think the most common way is to perhaps run for how ever long you want to and measure the times and then search the web for an average time for that distance and look at where you are just by comparing the times. You can of course improve your times by just running more often and motivate yourself too such as self-talking and other strategies are out there. I used this technique to test my fitness.

We can compare results with other people by comparing results and you can also check the web to see the average of what you?ve done for that age category as I said above. But you shouldn?t think that you have to be the best since some people are more fit than you and you should know that. Some people might be good at muscular strength but they might be not that good at flexibility. You always have a something that your good at and something that you need to work on so just focus on improving on what you need to improve.

There are some problems using the online BMI test. The main problem pf the BMI test is that it basically measures your height and weight and it calculates where you are at among the people. The problem here is that muscle is nearly as heavy as fat but it will still say that you are overweight because of your muscles. So it is quite inaccurate and you should take in mind that it does record muscles as well for weight.

Overall, I learned a lot about fitness and how it is and will be important to us in the future.

A FESCO as a Tool for Payroll and Labor Dispatch in China | China ...

Oct. 12 ? Many foreign-invested companies and representative offices in China have a contract in place with a FESCO (Foreign Enterprise Service Company) for labor dispatch, payroll and/or additional services for Chinese employees.

Many foreign investors assume that FESCO is a single organization, but in fact it is a generic term used by dozens of local HR companies around the country. There are often multiple competing ?FESCO? organizations in each city, some subsidiaries or affiliates of companies in another part of the country, some partially state-owned and some 100 percent privately-owned.

The English term ?FESCO? is a generic one, indicating nothing more than the type of service provided by the company. Because of the widely-held misconception that FESCO is one company, the ?brand? is a powerful marketing tool, and the term is often casually used to refer to companies providing similar services.

?It is important that foreign investors realize that FESCO is not a single organization. Many general managers operate under the misconception that their organization (especially if it is a representative office) has no negotiating power with FESCOs, and simply accept the quoted price without question,? says Adam Livermore, Regional Manager, Dezan Shira & Associates, Dalian Office.

Some FESCOs also carry out services such as executive search work (headhunting) on behalf of their clients, which could create a conflict of interest between payroll clients (who supply confidential personal and salary information) and headhunting clients (for whom the knowledge of such confidential data is valuable).

Labor dispatch and decreasing hiring risk in labor disputes
?A FESCO is a kind of tool,? explains Victor Zheng, Business Advisory Services, Dezan Shira & Associates, Shanghai Office. ?Representative offices must recruit their Chinese employees through an agent (many of which use the catch-all term FESCO as their company name), and such agents can also be quite useful for other foreign-invested entities on occasion.

FESCOs generally have their own standard labor contracts, with little room for negotiation. These contracts aren?t always the most well-written, and it?s usually a ?take it or leave it? situation, but hiring employees through a FESCO can sometimes be less risky than hiring them directly.

While a FESCO will not take liability for financial compensation ? this will be quite clear in the initial agreement ? in the case of a labor dispute (on issues such as performance, termination of the labor contract, salary payments, social insurance payments, training, labor protection), the FESCO can get involved in the negotiation, arbitration and/or litigation.

Many of these companies are state-owned and some of them have a strong legal team (especially for employment issues) and are familiar with local arbitration and litigation process. FESCO?s involvement in labor disputes can sometimes help to achieve a resolution.

In addition, FESCOs can also be useful for foreign-invested entities during the pre-incorporation period, during which preparation work often requires the assistance of Chinese employees. A foreign-invested entity cannot establish a legal contract (no matter labor contract or service contract) with a Chinese individual before the entity obtains its business license. Some FESCOs (not all) will agree to hire the Chinese employee and dispatch them to the foreign-invested entity that is still under the process of incorporation, generally on the condition of a 3-4 month cash deposit of all salary and social insurance payments.?

Labor Contract Law stipulates that workers dispatched from a FESCO should generally assume temporary, substitute or auxiliary positions. In the past, this directive has often been ignored and FESCOs have been used to hire a wide variety of Chinese workers upon the client?s request. However recent draft legislation regarding the obligation of employers to directly employ core staff has brought extra risk to companies employing a large portion of their employees through agencies, and many companies are now re-considering their approach to hiring in the light of this new regulation.

One thing to keep in mind about FESCOs is that, according to Labor Contract Law, they can only offer fixed-term contracts for at least two years. An employer may still terminate the employment relationship with the Chinese employees, following the stipulations of Labor Contract Law and the agreement signed with FESCO.

According to legislation available as of July 2012, it is unclear whether an employee that is working under an agency contract will have the opportunity to achieve an open-term contract with the company after expiration of two fixed-term contracts. Options beyond a fixed-term contract include a service agreement or part-time arrangement based on relevant Chinese laws and regulations, which can be terminated more easily.
