Facebook's Timeline won't work on IE7

If you are still a user of Microsoft's Internet Explorer 7 web browser and are also an avid Facebook user, you might have noticed something a bit odd. While other and more recent web browser can now access and use Facebook's Timeline profile feature, The Sociable reports that IE7 users can't see or use the Timeline feature.

Instead, those web browser fans can only see the previous profile page of their own and other Facebook users, along with what The Sociable calls "a number of very evident styling issues caused by IE7?s treatment of the style sheet language CSS."

It's likely that in the future, Facebook could dump support for IE7 entirely. It's certainly not a bad thing as Microsoft has since released two more modern versions of IE and will launch Internet Explorer 10 around the time it will also launch the Windows 8 operating system. The story points out that IE7 is currently only used by 4 percent of PC web browser owners.

Microsoft has already announced plans to offer automatic upgrades for older IE versions which will begin later in 2012. That should cut down on IE7's market share drastically and should also allow Facebook and other web sites to stop supporting IE7 completely.

Visual Communications for Churches - A Guest Post

Whether a congregation gathers in a large urban church or a small neighborhood chapel, visual communications materials can help attendees find their destinations, aid the facility in operating efficiently, and provide greater visibility within the community. Signs and graphics are some of the most affordable and influential ways to promote a church?s services and programs.

Signs have three general purposes: to direct, inform, and promote. Direction can be very helpful when church visitors (especially families with young children) are trying to get to the right place at the right time. Whether looking for the chapel, Sunday school classrooms, or the nursery, providing church-goers with clear, informative signs can help point them in the right direction quickly.

Visual communications materials can also inform church goers about programs, and help promote volunteer opportunities or church book stores. They can also help bring in new community members. For example, consider a $2,000 monument sign outside a church where 5,000 cars pass each day. This sign will generate 105,000 impressions a month, or 1.26 million impressions a year. That kind of return on investment is hard to beat. Banners are also an ideal solution for churches to communicate with visitors. Full-color banners can easily be created, and combined with banner stands. They are easy to transport around the church or out to community events.

Other ways to raise the visibility of a church include vehicle graphics, decals, and digital signs. Placing either permanent vehicle graphics or a vehicle magnet on a church van can be an effective communication strategy. As the van picks up elderly members for service or transports kids to a youth ministry service project, the vehicle will promote the church and increase name recognition. Visual communications experts estimate a vehicle graphic can generate up to 600 impressions for each mile driven.

Vinyl decals are also a fun way to communicate. Tasteful graphics that blend with existing d?cor can be applied to walls, windows and even floors. For example, bright footsteps on the floor can lead children to the Sunday School room. Another alternative is digital signage, although this is more expensive up-front. Digital signage is a good solution to display rotating programs, schedules and announcements, as it can easily be updated on a computer. If a church currently prints a weekly bulletin, digital signage will be less expensive in the long run, and ad space can be sold just as easily in a digital format.

The facility administrators and congregation members of any size or type of church will find that a well-planned signage program can reap many benefits. Proper use of signs and graphics can improve communication, both internally as well as externally.

NBA: Los Angeles Lakers (0-2) fall to Sacramento Kings

Marcus Thornton scored 12 of his 27 points in the fourth quarter and the Sacramento Kings opened the season in grand fashion, beating the Los Angeles Lakers at home for the first time in more than three years, 100-91 on Monday night.

Kobe Bryant scored 29 points for the Lakers, who opened the season with consecutive losses for the first time since 2002-03, putting a damper on the start of coach Mike Brown's tenure.

"It's not a rivalry," Bryant said. "We beat them every year. Oh my God. I don't care if they beat us tonight. I like (Kings owners Joe and Gavin Maloof). I hope they enjoy this."

Kings rookie Jimmer Fredette entered to a loud ovation midway through the first quarter and then committed a double dribble the first time he touched the ball. He finished with six points.

Otherwise, it was nothing but a positive start to the season for the Kings. They went on an 11-0 run around halftime and then put together a strong finish to the third quarter led by DeMarcus Cousins. Playing with four fouls, Cousins scored eight points in the final 3:20 of the third to give Sacramento a 78-64 lead heading into the fourth.

"It was wild in there, and our players really liked the feeling of that game," Kings coach Paul Westphal said. "The fans were just fantastic."

Nuggets 115, Mavericks 93: Ty Lawson scored 20 of his 27 points in the first half and Denver faced little resistance in beating Dallas.

They allowed Denver to score 20 consecutive points in the second quarter -- prompting boos during a particularly lousy part of that drought -- and were down by 33 late in the third quarter.

The Grizzlies upset the 61-win Spurs in the first round last season.

Raptors 104, Cavaliers 96: No. 1 draft pick Kyrie Irving out of Duke had a rough NBA debut for host Cleveland, scoring six points on 2-for-12 shooting.

TV ratings: The five Christmas games on opening day averaged 6.2 million viewers based on fast national ratings, up from 6 million last year. The Bulls-Lakers matchup was the third most-watched regular-season game ever on ABC.

Paul's Clippers debut in the nightcap against the Warriors earned a 2.2 rating, up 69 percent over last year's Portland-Golden State telecast in the same slot.

Japanese designer of arty kichenware Yanagi dies (AP)

TOKYO ? Sori Yanagi, whose designs for stools and kitchen pots brought the simplicity and purity of Japanese decor into the everyday, has died. He was 96.

The pioneer of Japan's industrial design died of pneumonia in a Tokyo hospital Sunday, Koichi Fujita of Yanagi Design Office said Monday.

Yanagi's curvaceous "butterfly stool," evocative of a Japanese shrine gate, won an award at La Triennale di Milano in 1957 and helped elevate him to international stature.

The work later joined the permanent collection of the Museum of Modern Art in New York and the Louvre museum in Paris.

Another typical Yanagi design was the stackable plastic stool, humorously called the "elephant stool," because of its resemblance to the animal's chunky feet.

The lines and curves of Yanagi designs were as distinctly Japanese as they were universal, winning him fans ? and a place in homes not only in Japan but around the world ? for his tea pots, ceramic cups and even the lowly whisk, which became artwork with his touch.

Yanagi chose design for his career after falling in love with the work of architect Le Corbusier while studying at a Tokyo fine art university.

Credited with paving the way on the international stage for younger Japanese designers, Yanagi also took up more monumental pieces, such as bridges and the Olympic torch, as well as a motorcycle and toys.

He supported Japanese traditional art throughout his life, and he served as head of the Japan Folk Crafts Museum in Tokyo, which his philosopher father founded.

Funeral arrangements were not being disclosed as the ceremony is for family and close friends. He is survived by his wife Fumiko and four children, Fujita said.

Putin says he wants clean presidential vote (AP)

MOSCOW ? Russian Prime Minister Vladimir Putin said Tuesday that the March election, in which he will seek to reclaim presidency, should be transparent and fair, but rejected demands from swelling numbers of protesters for a rerun of the fraud-tainted parliamentary election.

Putin's United Russia party barely retained its majority in the Dec. 4 election despite alleged vote-rigging in its favor. Tens of thousands have protested since, urging an end to Putin's rule, including a Moscow rally last weekend that was the largest show of discontent since the Soviet collapse 20 years ago.

Putin, who served as president in 2000-2008 and remained the country's most powerful figure after switching to the premier's seat due to a term limit, has responded to the protests by offering to ease his rigid controls over the political field. At the same time, he has sought to cast protesters as Western stooges working to weaken Russia.

On Tuesday, during a meeting with supporters he dismissed the opposition as lacking a goal beyond fomenting turmoil, accused its leaders of trying to delegitimize elections and said they haven't proven their worth.

"The problem is they lack a consolidated program, as well as clear and comprensible ways of achieving their goals, which aren't clear either," said Putin, who became prime minister after term limits forced him to leave the presidency. "They also lack people who are capable of doing something concrete."

Putin again flatly rejected the demands for a rerun of the parliamentary vote, saying that "there can't be any talk about reviewing it."

At the same time, he urged his supporters to ensure fairness of the presidential vote to prevent any possible criticism, and discussed details of his proposal to put web cameras at all polling stations. He also suggested that all ballot boxes be made transparent.

"As a candidate, I don't need any vote-rigging," Putin said. "I want the election to be maximally transparent. I want to rely on people's will, on people's trust, and it makes no sense to work if it's missing."

Putin and his protege Dmitry Medvedev, who succeeded him in the presidency and is expected to switch to the premiership after March, earlier rolled out a set of proposed political reforms intended to assuage public anger.

They include relaxing registration rules for political parties and restoring direct elections of provincial governors abolished by Putin.

But opposition leaders have rejected the government proposals as window-dressing, pointing out that they would only affect the next election cycle years away and vowing to continue street protests.

Alexei Navalny, an anti-corruption lawyer and popular blogger who has been a key driving force behind the latest protests, vowed that up to a million demonstrators would take to the streets before the presidential election.

In a surprise move reflecting the government's search for a strategy to respond to the protests, former finance minister Alexei Kudrin, who remains close to Putin, attended the weekend opposition rally and joined calls for the ouster of the Central Election Commission chief.

Kudrin also proposed setting up a discussion panel where protesters and government authorities can exchange views, saying it would pave a path for reforms while lowering the risk of violence. He even suggested holding a repeat parliamentary election next fall.

Kudrin told the business daily Vedomosti in remarks published Tuesday that he met with Putin prior to the rally to propose serving as a mediator between the protesters and the government. Kudrin insisted his proposals were his own initiative, and that the meeting with Putin showed that a "dialogue is possible."

Some observers saw Kudrin's speech at the rally as part of Putin's efforts to soothe public anger.

"The Kremlin isn't going to surrender, it simply has turned from a brutal crackdown to a sly flirting with the active part of the population," said Stanislav Belkovsky, a Moscow-based independent analyst.

Religion briefs: Dutch to tighten rules on animal slaughter

AMSTERDAM -- The Dutch government said last week that it will study new standards for ritual slaughter to satisfy animal-rights activists without infringing on ancient Jewish and Muslim traditions, and will not ban the practice outright.

The announcement followed a political deadlock in the Dutch parliament. By a wide margin, the lower house approved a ban earlier this year on the traditional method of cutting the animal's throat without stunning it first.

After an outcry that it would violate religious freedoms, support evaporated when the bill was sent to the upper house this month for approval.

Undersecretary for Agriculture Henk Bleker's office said a commission will draw up standards on how long animals can remain conscious and on educating slaughterers. It will include registration and quality requirements for slaughterhouses.

N.C. parent unhappy school gave out Bibles

WEAVERVILLE, N.C. -- A Buncombe County mother was unhappy when her son came home from his fifth-grade class at North Windy Ridge intermediate school with a Bible. The state's largest civil liberties group says the school overstepped its bounds.

Ginger Strivelli says her son came home from school Monday with a Bible he got from a box left by the Gideons International group. Strivelli, a pagan, doesn't think the school should offer any religious material to students.

"It's totally inappropriate they think they can get away with this," she said. "It's absolutely unbelievable and their attitude is ridiculous."

School officials contend they did nothing wrong. Principal Jackie Byerly said she got approval from the superintendent after the Gideons asked to leave Bibles at the school.

Students weren't required to take Bibles, county schools spokeswoman Jan Blunt said. They were told by teachers that the books were available in a box in the main office.

Archdiocese must pay property taxes

SCITUATE, Mass. -- The state appellate tax board says the town of Scituate doesn't have to refund $140,000 in property taxes the Boston Archdiocese has paid on a closed Catholic church.

The archdiocese closed St. Frances X. Cabrini Church in 2004, but it's been occupied since by parishioners protesting the closing, who also hold regular church services.

The archdiocese argued the property should retain the tax-exempt status it had as part of the diocese, as long as it's not being used for nonreligious purposes.

But the board last week said the protesters' main purpose "to occupy and guard" the church wasn't a charitable purpose, and the property didn't qualify for tax-exempt status.

Air Force: Nativity, menorah OK on base

FAIRFIELD, Calif. -- Lawyers for Travis Air Force Base in Northern California have determined that including a Nativity scene and a menorah in the base's holiday display does not violate the troops' religious freedom.

The Military Religious Freedom Foundation wrote to base authorities last week on behalf of 121 troops at the base, saying the two displays amounted to a military endorsement of religions. It asked that the menorah and Nativity scene be moved to a nearby chapel.

The Air Force judge advocate general decided that the displays were part of a broader, secular holiday display.

A base spokesman said there are 24 holiday displays at Travis sponsored by squadrons, including images of Santa Claus, Christmas trees and airplanes.

Alcatel-Lucent increases France Telecom-Orange's network capacity linking Paris, London

Offers better performance in existing 10G and 40G networks as well as brand new networks

Telecommunications operators France Telecom-Orange has chosen Alcatel-Lucent to considerably increase the capacity of its optical fibre network linking Paris and London and therefore meet increasing demand by its customers in bandwidth.

A field trial of 100 Gigabit per second (100G) connection was put into operation at the end of last November and a second connection is expected t be available by the end of December.

For this field trial, Alcatel-Lucent upgraded France Telecom-Orange's 720 km Paris-London connection, which was already supporting 10Gb/s channels and Alcatel-Lucent enhanced its existing 1626 Light Manager with 100G next-generation coherent technology through the 1830 Photonic Service Switch (PSS).

With the successful trial, Alcatel-Lucent's 100G optical coherent technology has shown increased traffic handling capacity of optical fibre links that are already in service by a factor of 10 and has reduced operations and maintenance costs as well as it lowers power consumption.

Alcatel-Lucent's single-carrier 100G coherent technology is designed to address the booming demand for more bandwidth driven by video streaming, web applications and cloud services and it offers unprecedented performance in existing 10G and 40G networks as well as brand new networks.

France Telecom-Orange International and Backbone Networks Factory Senior vice-president Didier Duriez said the deployment of a 100G optical transmission demonstrates France Telecom-Orange's commitment to improve the performance of our networks on a long-term basis in order to address the exponential bandwidth needs of its customers.

"100G technologies can expand the data capacity of our existing fiber links to the multi-terabit capacity necessary to handle exploding traffic growth over longer distances, with an optimized investment," said
Duriez.

Alcatel-Lucent Networks Group president Philippe Keryer said the 100G field trial further demonstrates Alcatel-Lucent's leadership in optical networking, and highlights the company's ability to enable service providers to quickly and transform their networks to support much higher capacities in a fast and reliably way.

"This project is another clear example of how Alcatel-Lucent is building the networks that are at the heart of tomorrow's digital economy," said Keryer.

Kim's last gift to NKorea: loads of fish (AP)

SEOUL, South Korea ? The people of North Korea's capital have received a special gift from recently deceased leader Kim Jong Il: loads and loads of fish.

North Korea's state-run Korean Central News Agency has reported that Kim was concerned about the supply of fish in Pyongyang, and had looked into the matter the day before he died. North Korea announced Monday that he died of a massive heart attack on Saturday.

The report, issued late Friday, said Kim's young son and heir, Kim Jong Un, "took all necessary measures to truck fresh fish to the capital city in time and supply the fish to the citizens, even in the mourning period."

North Korea is in official mourning until after Kim's funeral Dec. 28-29.

North Korean media have been flowing with eulogies for Kim Jong Il, who ruled the country for 17 years after the death of his father, North Korea's national founder and eternal President Kim Il Sung. Both Kims were the object of intense personality cults.

With Kim Jong Un poised to extend the Kim family dynasty into an additional generation, North Korea is quickly building the mythology by emphasizing his bloodline and the Kim family legacy, from its roots as revolutionaries fighting the Japanese to their spiritual role as protectors of the North Korean people.

The state media has broadcast constant scenes of public mourning, with women and children wailing, soldiers bowing before Kim's smiling portrait and senior officials lining up to view his body, which is on display in a glass case at the same funeral palace where his father's embalmed remains are on view.

North Korea has also claimed Kim's death generated a series of spectacular natural phenomena, creating a mysterious glow atop a revered mountain, cracking a sheet of ice on a lake with a loud roar and inspiring a crane to circle a statue of the nation's founder before perching in a tree and drooping its head in sorrow.

The reports have stressed how the North Korean people are deeply indebted to the largesse of their leaders, despite the deepening political isolation and economic hardship they have faced in recent years, including severe famines and shortages of electricity, food and other necessities.

"Leader Kim Jong Il is always with us as we have respected Comrade Kim Jong Un identical to him," KCNA quoted Song Hye Yong, a 42-year-old woman, as saying as she carried "a bag full of fish in her hand."

The report also quoted Kim Jong Hwa, a saleswoman at a grocery in the central district of the city, as saying she was deeply touched by leader Kim Jong Il's gift of fish to the people.

"All of citizens are deeply moved by his deep care," she said.

Despite initial jitters over possible instability, officials in Seoul and Washington are calling the political transition in North Korea smooth so far. There have been no outward signs of unrest on the streets or unusual troop movements along the borders.

The North, however, is highly sensitive to what it sees as outside threats.

Its government-run website, Uriminzokkiri, has slammed South Korea for putting its military on alert, calling that move an "insult" to a nation in mourning.

The Korean peninsula remains in a state of war because the three-year Korean War ended in 1953 in a truce, not a peace treaty. Tanks and troops still guard the heavily fortified Demilitarized Zone dividing the two sides.

House GOP leaders want new payroll tax cut bill

WASHINGTON (AP) ? Top House Republicans rebelled Sunday against a bipartisan, Senate-approved bill extending payroll tax cuts and jobless benefits for two months, reigniting a politically fueled holiday-season clash that had seemed all but doused.

?????The House GOP defiance cast uncertainty over how quickly Congress would forestall a tax increase otherwise heading straight at 160 million workers beginning New Year's Day. House Speaker John Boehner, R-Ohio, said it could be finished within two weeks, which suggested that lawmakers might have to spend much of their usual holiday break battling each other in the Capitol.

?????A day after rank-and-file House GOP lawmakers used a conference call to spew venom against the Senate-passed bill, Boehner said he opposed the legislation and wanted congressional bargainers to craft a new, year-long version.

?????"The president said we shouldn't be going anywhere without getting our work done," Boehner said on NBC's "Meet the Press," referring to President Barack Obama's oft-repeated promise to postpone his Christmastime trip to Hawaii if the legislation was not finished. "Let's get our work done, let's do this for a year."

?????A spokeswoman for House Majority Leader Eric Cantor, R-Va., said the House would vote Monday to either request formal bargaining with the Senate or to make the legislation "responsible and in line with the needs of hard-working taxpayers and middle-class families."

?????Cantor spokeswoman Laena Fallon did not specify what those changes might be, beyond a longer-lasting bill. Boehner, though, expressed support for "reasonable reductions in spending" in a House-approved payroll tax bill and for provisions that blocked some Obama administration anti-pollution rules.

?????Democrats leaped at what they saw as a chance to champion lower- and middle-income Americans by accusing Republicans of threatening a wide tax increase unless their demands are met. If Congress doesn't act, workers would see their take-home checks cut by 2 percentage points beginning Jan. 1, when this year's 4.2 percent payroll tax reverts to its normal 6.2 percent.

"They should pass the two month extension now to avoid a devastating tax hike from hitting the middle class in just 13 days," said Dan Pfeiffer, the White House communications director. "It's time House Republicans stop playing politics and get the job done for the American people.

House Minority Leader Nancy Pelosi said by opposing the Senate bill, "Tea party House Republicans are walking away once again, showing their extremism and clearly demonstrating that they never intended to give the middle class a tax cut," said House Minority Leader Nancy Pelosi, D-Calif.

?????Adam Jentleson, spokesman for Senate Majority Leader Harry Reid, said the Nevada Democrat would be "happy to continue negotiating a yearlong extension as soon as the House passes the Senate's short-term, bipartisan compromise to make sure middle-class families will not be hit by a thousand-dollar tax hike on January 1."

?????Keeping this year's 2 percentage point payroll tax cut in effect through 2012 would produce $1,000 in savings for a family earning $50,000 a year. The two-month version would be worth about $170 for the same household.

?????On Saturday, the Senate voted 89-10 for its legislation, which was negotiated by Senate Republican and Democratic leaders and backed by solid majorities of senators from both parties. It would provide a two-month extension of the payroll tax cuts and jobless benefits and prevent scheduled 27 percent cuts to doctors' Medicare reimbursements during that period, reductions that could convince physicians to stop treating elderly patients covered by the program.

?????That measure was praised by Obama, and even Senate Minority Leader Mitch McConnell, R-Ky., expressed optimism that the measure would become law. Initial bills produced by both sides lasted for a year, but negotiators working on the final product could not agree to savings that would finance such a measure, likely to cost roughly $200 billion.

?????Reid and Sen. Charles Schumer, D-N.Y., the No. 3 Senate leader, said Boehner had asked McConnell and Reid to negotiate a compromise, seemingly suggesting that Boehner had walked away from a deal. Republicans said that is untrue and said the House GOP played no role in last week's bargaining between the Senate leaders.

Boehner won support Sunday from McConnell. His spokesman, Donald Stewart, said the best way to craft a new bill "and provide certainty for job creators, employees and the long-term unemployed is through regular order" ? a term used to describe the normal process of negotiations between the House and Senate.

?????The Senate bill included language cherished by Republicans giving Obama 60 days to approve an oil pipeline stretching from western Canada's tar sands to Texas Gulf Coast refineries, unless he declared the project hurt the national interest. GOP leaders had thought that provision would assure enough votes to pass the overall legislation.

?????Obama had previously said he was delaying a decision on the Keystone XL pipeline until 2013, allowing him to wait until after next November's elections to choose between unions favoring the project's thousands of jobs and environmentalists opposed to its potential pollution and massive energy use. Obama initially threatened to kill the payroll tax bill if it included the pipeline language but eventually retreated.

?????Despite the Keystone provision, House Republicans used a Saturday conference call to express anger about the Senate bill and frustration that their leaders seemed willing to agree to the compromise, participants said. Many demanded a return to some of the House bill's spending cuts, including reductions in Obama's health care overhaul law of last year, and several expressed a willingness to work through the holidays to revamp the legislation, Republicans said.

?????Though GOP leaders support extending the payroll tax and jobless benefits, some House Republicans question doing that, arguing it won't produce jobs and could weaken Social Security. The payroll tax, subtracted from workers' paychecks, is used to finance Social Security.

The Senate adjourned Saturday and is not scheduled to conduct legislative work until late January. That could potentially complicate quick work on a revised payroll tax bill because all 100 senators would have to agree to let the Senate hold any votes before then.

4 ways to avoid a government shutdown (The Week)

New York ? With Congress deadlocked over how to extend a payroll tax break, federal agencies are bracing for the possibility that they'll have to close their doors

The Obama administration is telling federal agencies to prepare for a possible government shutdown, as Democrats and Republicans remain deadlocked over extending a payroll-tax break due to expire at the end of the year. Both sides want to prolong the tax holiday, but they disagree over how to pay for it ? Democrats want a surtax on millionaires, and Republicans want Medicare premium hikes for upper-income seniors, among other measures. To force a deal, Senate Democrats have tied the issue to a spending bill, and if that's not passed the government will run out of money at midnight Friday. How can they avoid disaster? Here, four possible solutions:

1. Pass a short-term spending bill, then talk
Neither party is eager to close government agencies' doors, says Erik Wasson at The Hill, since both "stand to be blamed by the public if the government shuts down." Congress has "lurched toward shutdowns repeatedly this year, only to avert them, often at the last minute." Passing a short-term spending deal will buy more time. And with "brinkmanship on both sides" holding up the $1 trillion spending package, it's looking increasingly like that's the only way out.?

2. Democrats cave, by giving up on the millionaire surtax
In what CNN says would be a "major concession," President Obama and his fellow Democrats may be preparing to drop their insistence on sticking the wealthy with the bill, says Allahpundit at Hot Air. That would sting, "given how well tax hikes on the rich poll." But let's be honest. "There was no way" Dems could make their plan fly. If they'd just untie the matter from the spending bill and make a deal, the GOP will probably drop the fast-tracking of a decision on the Keystone XL oil pipeline, in exchange.

3. Republicans cave, by dropping their poison pills
"As they've repeatedly done before, the GOP is exploiting the imminent shutdown of the government to push its conservative agenda," says Marie Diamond at Think Progress. They're insisting on sidestepping environmental regulations to push through an oil pipeline, and protect the rich. "This is the third time this year Republicans are using the threat of a government shutdown to get what they want." If they would just drop "these brinkmanship games" it would be easy to "compromise on a bill to keep the government?s lights on."

4. Let the payroll-tax holiday expire, and get back to business
"In their rush to head home for the holidays," says the Chicago Tribune in an editorial, neither party is mentioning how extending the payroll tax cut and jobless benefits "would add to our already enormous national debt." The payroll taxes are supposed to go into the Social Security system, which is "already imperiled." It might have made sense to help struggling families out with a tax break in 2011, but it's "foolhardy" to keep this up. Congress should let the payroll tax break die and get back to work ? future generations of retirees will be grateful.

Putin loyalist resigns as parliament speaker (AP)

MOSCOW ? A loyalist to Prime Minister Vladimir Putin who served as the speaker of Russia's parliament resigned Wednesday in a move that appeared to be part of the government's effort to stem public anger over alleged fraud in this month's parliamentary election.

Boris Gryzlov had served as speaker of the State Duma for eight years and helped make it a reliable rubber stamper of Putin's decisions.

Putin has ruled Russia for nearly 12 years as president, then prime minister, and he is now campaigning to reclaim the presidency in March.

However, Putin's authority has been hurt by the Dec. 4 parliamentary election, which saw his United Russia party lose about 20 percent of its parliament seats and barely retain its majority. Reports of widespread fraud in the voting also led to widespread anti-government protests across Russia last weekend, the largest the nation had seen since its Communist days.

Another large anti-Kremlin protest is scheduled late this month, and that has left authorities scrambling for ways to stem the tide of discontent.

Putin has promised a government reshuffle, and President Dmitry Medvedev said that their United Russia should share senior positions in parliament with other parties.

The dour Gryzlov, who served as chairman of United Russia and the speaker of the State Duma, announced Wednesday that he will not seek speaker's job but will keep his party post.

Putin is the leader of United Russia, but not a member of it, in a thinly-veiled attempt to maintain his distance from the increasingly unpopular party, which has been dubbed the "party of crooks and thieves."

Gryzlov, who was evidently asked to step down, had become an emblematic figure in Putin's "managed democracy" system, which envisaged tight control over political life. Gryzlov's famous statement that "parliament isn't a place for discussion" reflected United Russia's domination of parliament and its marginalization of opposition forces.

The December election stripped Putin's party of the two-thirds majority it needed to modify the constitution, and it will now lose control of some parliamentary committees to other parties.

"Gryzlov was serving as the speaker in a predictable and comfortable situation, when United Russia had a constitutional majority," Alexei Makarkin, the deputy head of the Center for Political Technologies think-tank, was quoted as saying by the Interfax news agency. "The new speaker must be able to conduct a dialogue with the opposition."

Gleb Pavlovsky, a political analyst who had close links to the Kremlin in the past, told Interfax that "Gryzlov has become a problem for United Russia."

Valery Khomyakov, the head of the Council for National Strategy think-tank, said Gryzlov's lack of charisma made him a liability for the party. "The speaker's job requires a more charismatic politician," he said, according to RIA Novosti news agency.

Bargainers reach deal to head off gov't shutdown (AP)

WASHINGTON ? Congressional negotiators reached agreement Thursday on a compromise spending bill to avert a weekend federal shutdown. They also worked toward a deal renewing the payroll tax cut and unemployment benefits for another year but prepared a shorter version as a fallback.

Senate Majority Leader Harry Reid, D-Nev., told reporters he was still optimistic that bipartisan talks on yearlong extensions of the Social Security payroll tax cut and unemployment coverage would succeed. But as a "Plan B," he said, they were working on a two-month extension as well, which would also prevent cuts in Medicare reimbursements for doctors during that period.

"We're still working on the long-term" bill, Reid told reporters as he exited the Capitol after a day of talks over both the payroll tax and spending measures. As for the two-month version, he said, "We'll only do that if what we're working on doesn't work out."

Reid's remarks put a slight damper on a day on which for the first time, Democratic and Republican leaders expressed optimism at prospects for swift compromise on their payroll tax standoff and a spending battle that had threatened to shutter federal agencies beginning at midnight Friday.

A deal on a $1 trillion spending bill was reached after Republicans agreed to drop language that would have blocked President Barack Obama's liberalized rules on people who visit and send money to relatives in Cuba. But a GOP provision will stay in the bill thwarting an Obama administration rule on energy efficiency standards that critics argued would make it hard for people to purchase inexpensive incandescent light bulbs.

The House is expected to approve the spending measure Friday, and the Senate could follow suit, possibly the same day.

Donald Stewart, spokesman for Senate Minority Leader Mitch McConnell, R-Ky., said talks aimed at agreeing to a yearlong extension of the payroll tax measure will continue.

"We're 12 hours into this debate, they just started talking," he said when asked about the two-month version of the bill. "I wouldn't hit the panic button."

A senior White House official said the administration supported the two-month plan.

Bargainers were considering the two-month extension of this year's payroll tax cut and unemployment benefits bill because so far, they haven't agreed how a yearlong extension would be paid for, said a Democratic aide who spoke on condition of anonymity to discuss the private talks.

The two-month bill would cost $40 billion, according to the aide. It would be paid for from a list of around $120 billion in savings that bargainers are considering, including sales of the broadcast spectrum and raising fees that Fannie Mae and Freddie Mac charge to back mortgages, the aide said.

The two-month extension would let lawmakers revisit the measure after returning to Washington after the holiday season. That could be risky because that work would come well into the 2012 presidential and congressional election year.

Without congressional action, the payroll taxes would rise and extra benefits for the long-term unemployed would expire on Jan. 1. Doctors' Medicare payments would be automatically reduced that day by 27 percent, a reduction that could prompt some to stop seeing Medicare patients.

"Right now, Congress needs to make sure that 160 million working Americans don't see their taxes go up on Jan. 1," said Obama, referring to the tax cut extension at the core of the jobs program he outlined in a nationally televised speech three months ago.

House Speaker John Boehner of Ohio, the most powerful Republican in an era of divided government, agreed. "We can extend payroll tax relief for American workers, help create new jobs and keep the government running. And frankly, we can do it in a bipartisan way," he said.

In the Capitol, the previous day's bristling rhetoric and partisan jabs all but vanished.

Still another year-end bill, setting new rules for the handling of terror suspects in U.S. custody, won final congressional approval and headed to Obama's desk for his signature.

Republicans agreed to consider changes to a $1 trillion spending bill compromise that they and at least one Democrat said had been wrapped up days ago.

On the payroll tax cut bill, Democrats abandoned their demand for a surtax on million-dollar incomes that they wanted to include in the measure.

At a news conference, Boehner minimized the concession, noting that Democrats lacked the votes to impose the surtax a year ago when they commanded 60 votes in the Senate. Even so, he said, "there was some movement yesterday from the White House and Democrat leaders" toward a compromise.

Boehner also left open the possibility of a compromise on another key sticking point ? a House-passed provision that all but requires construction of the proposed Keystone XL oil pipeline from Canada to Texas Gulf Coast refineries.

Construction "will put 20,000 people to work immediately And there are about 115,000 other jobs directly related to it," he said. Yet he skipped an opportunity to say construction of the project was non-negotiable as talks on the payroll tax cut bill proceeded.

Obama has threatened to veto the House-passed bill, in part citing the requirement for the pipeline. The project has been studied for more than three years, but the president recently announced he would put off a decision until after the 2012 elections.

At Obama's insistence, Congress cut the 6.2 percent Social Security payroll tax to 4.2 percent this year in an effort to stimulate the economy with more consumer spending. The president has proposed deepening the cut to 3.1 percent next year, but Republicans have only shown a willingness to renew it at this year's level.

Obama also wants to leave in place a system that provides aid for up to 99 weeks for the long-term unemployed. The House-passed measure reduces the total by 20 weeks, a step that the administration says would cut off 3.3 million individuals and that Democrats are hoping to soften if not reverse.

Reid indicated that a number of expiring tax breaks were on the table, as well, a list that included a provision that benefits commuters who use mass transit.

The House-passed payroll tax cut measure relied on a pay freeze and increased pension contributions for federal workers, as well as higher Medicare premiums for seniors with incomes over $80,000, beginning in 2017. The bill would also raise a fee that is charged to banks whose mortgages are guaranteed by Fannie Mae and Freddie Mac and cancel more than $40 billion from the year-old health care bill, Obama's signature domestic achievement.

The year-end, $1 trillion spending measure would lock in cuts that Republicans extracted from Democrats in negotiations conducted months ago against the deadline of a previous government shutdown threat. It funds 10 Cabinet departments, including the Pentagon and dozens of smaller agencies, awarding a slight increase to the military and veterans' programs while trimming most other domestic programs.

The separate defense bill covered military personnel, weapons systems, the wars in Afghanistan and Iraq and more at a cost of $662 billion, $27 billion below Obama's request. The Senate approved it by a resounding 86-13.

The main controversy revolved around a provision to require military custody for foreign terrorist suspects linked to al-Qaida or its affiliates and involved in plotting or attacking the United States. Under a change made to gain Obama's backing, the legislation would permit the FBI to arrest and interrogate foreign terror suspects, as is now the case.
