(AP) ? The extent of the European car industry's troubles was laid bare Wednesday, when France's government tossed a financial lifeline to the continent's No. 2 automaker, Peugeot Citroen, and Ford said it would shut a plant in Belgium, cutting 9,500 jobs.

Experts say France's ?7 billion ($9.1 billion) bailout, a three-year loan guarantee, represents a desperate attempt to avoid the sort of layoffs that companies like Ford are slowly accepting as inevitable.

The problem is the region's carmakers are selling too few cars in Europe, where the financial crisis has caused demand to dry up, and have too many factories. Even Germany's automakers, which had weathered the economic downturn relatively well, are not immune.

"The actions that should have been taken three years ago are starting to be put into place," said Tim Urqhart, senior analyst at IHS Automotive. "It speaks to the gravity of the situation and the seriousness of where things are."

In return for the Peugeot bailout, France's Socialist government asked for greater influence at the carmaker, including a government position and a workers representative on a supervisory board. That would help it avoid job cuts at a time when unemployment is stuck above 10 percent.

"My government has no intention of just giving, of offering a gift without anything in return," Prime Minister Jean-Marc Ayrault said on French radio station France Inter.

Peugeot, which says layoffs are key if the carmaker is to recover, faces a Nov. 15 deadline in its negotiations with the government over how to handle job losses.

It's the first French intervention in the industry since a ?6 billion loan package to Peugeot Citroen and Renault in 2008-2009 when the economy was reeling from a financial crisis that triggered a global recession.

But the European car industry didn't undergo the dramatic overhaul that U.S. bailouts prompted among its carmakers. Peugeot Citroen has struggled since, and is especially vulnerable to the downturn in southern Europe, which makes up more than half its sales and shows no signs of emerging soon from widespread debt problems.

Ford, which expects to lose more than $1 billion a year in Europe, has been pursuing plant closures and layoffs more aggressively.

The company, which sells a quarter of its cars in Europe, announced Wednesday the closure of a car plant in eastern Belgium ? one of its main European factories ? by the end of 2014. It will result in 9,500 direct and indirect job losses.

"This is taking us by surprise and is an extremely bitter pill," Christian Democrat union representative Johan Lamers told The Associated Press in Belgium.

Fears were mounting that the axe may also soon fall in Britain as trade unions at Ford's Southampton plant have been called in for a meeting with management on Thursday.

Ford's move, which still must be negotiated with Belgian employee unions, is far swifter than anything General Motors has been able to accomplish in Europe during the most recent economic downturn. GM also wants to cut its factory capacity in the region and is in negotiations with unions to shutter a plant in Bochum, Germany, in 2017. GM's last factory closure in Europe was an Opel plant in Antwerp, Belgium, in 2010.

GM is also trying to consolidate costs with an alliance with Peugeot: They announced the joint development of four automobile lines to be released in 2016 on Wednesday, saying that the alliance would save them $2 billion by 2017. The joint Peugeot- GM program will make a small van for GM's Opel and Vauxhall brands and serve as the basis for a compact crossover vehicle for Peugeot. They'll also develop a new, low-emissions small car and work together on mid-size cars and small vans.

But built into the alliances' four-year timeline is an assumption that the European market will soon bottom out.

"They have overcapacity and big dependence on the European market," Urqhart said.

And even France's latest plan is not guaranteed. European Union regulators generally frown on state intervention into industry, although during the 2008-2009 financial crisis they gave swift approval to France's previous bailout.

Joaquin Almunia, the European Union competition commissioner, said the EU has not yet been formally notified of the latest plan for Peugeot but said the governing body would assess it carefully. Peugeot's CEO Philippe Varin said the government guarantee was at market rates and he expected the EU to look favorably on it.

"The health of (Peugeot) is critical for France," Varin said.

Figures released Wednesday illustrated the problems Peugeot is facing. Sales fell 3.9 percent in the third quarter to ?12.93 billion from ?13.45 billion in the same period last year. Automotive division sales were down 8.5 percent, hurt especially by a weakening European demand and the suspension of deliveries to Iran. Sales increases in China and Russia shored up the company, as has the expansion of the GM alliance.

Peugeot's shares are down more than 60 percent since the beginning of the year, and dropped further on Wednesday. The company will offer no dividends for the term of the bailout, and executives will receive no stock options during that time.

"The main thing the government wants in return, it's really a change in governance" at Peugeot, said Najat Vallaud-Belkacem, the government spokeswoman.

Ford Rapidly Expanding in Asia/Pacific and Africa Markets

This is the third in a series of top industry executives talking about their strategies driving into 2013.Thursday: John de Nysschen-CEO of Nissan?s Infiniti luxury division

Ford says its Asia/Pacificand Africa markets, which include Australia, New Zealand, Japan, China, Taiwan, India, Thailand, Indonesia, the Philippines, Vietnam and South Africa, are expected to account for 60%-70% of its growth in the next decade.

To capitalize on this, Ford rapidly is constructing new factories. Since 2006, it has invested $6 billion in the APA region and opened two new plants in China. Seven more, five in China and two in India, are planned.

Joe Hinrichs, group vice president and president-Asia/Pacific and Africa, tells WardsAuto in an interview via email the auto maker will leverage its One Ford plan, which focuses on maximizing its global resources, to facilitate growth in these regions. Following is an edited version of that interview:

WardsAuto: What is your outlook for the Asia/Pacific and Africa market in 2013, and how will it affect your business performance?

Hinrichs: Although there are some uncertainties about the economy, we believe the APA market will continue to grow next year and for the next decade. It is important to remember that Ford intends to be in Asia/Pacific and Africa for the long term.

It is widely accepted that the auto industry takes off when the country's (gross domestic product) reaches $5,000-$6,000 per capita. Between China, India and the Association of Southeast Asian Nations, there will be 2 billion people by 2020 that are of driving age and have reached the (necessary) economic income level.

With this in mind, we expect 60%-70% of Ford's growth in the next 10 years to come from Asia/ Pacific and Africa. In 2010, one in every six vehicles Ford sold globally was sold in APA. By 2020, it will be one in three. We have invested over $6 billion in APA since 2006. Our expansions include building nine new plants (six vehicle factories and three engine/transmission facilities) in the region, including two vehicle plants launched in first-half 2012.

We are bringing more than 50 new vehicles and powertrains to APA by mid-decade.

This includes introducing 15 new vehicles and 20 new engines and transmissions to China by 2015, eight new vehicles to India by the middle of the decade, eight new vehicles to ASEAN during the next five years and four new vehicles to Taiwan in the next three years. We are continuously delivering on our plans, and we remain positive about the market.

WardsAuto: Do you see the need to increase, decrease or maintain your global manufacturing capacity in the coming year?

Hinrichs: In Asia/Pacific and Africa, as we have (already) outlined, we expect steady increases in the next year and for the next decade. The demand for world-class products is increasing in this part of the world and, as we do around the world, we will continue aligning capacity with demand. For APA, that means adding a significant amount of capacity the next several years.

WardsAuto: What sort of challenges remain in globalizing product platforms?

Hinrichs: We don?t look at globalizing platforms as a challenge. In fact, in Asia/Pacific and Africa, we greatly benefit from this key part of the One Ford plan. The sales success of the all-new Ford Focus in China is just the latest example.

A key component of the One Ford plan is to leverage our global assets, including production platforms, technologies, and resources, for all markets. We believe this is possible because consumer needs in different markets are converging ? they all value quality, safety, fuel-efficiency and smart design and technology.

As such, our future products for all markets will be produced on global platforms with 80% parts commonality, which gives us the scale we need to deliver profitable growth to all our stakeholders.

WardsAuto: Rank the top five emerging markets. How has the list changed since 2009?

Hinrichs: We are focused on the markets in Asia/Pacific and Africa, which are the engine for global auto industry growth. According to (market forecaster) IHS, the industry will grow from 32 million (units) in 2011 to 53 million by 2020. APA will account for 46% of the global automotive industry and over 60% of its growth.

We have aggressive plans to take advantage of regional growth by developing a strong presence in China, India and ASEAN. These are the largest growth markets within our APA region.

WardsAuto: How will the dissolution of the joint venture with Mazda in China help Ford going forward?

Hinrichs: In September, Changan, Ford and Mazda received approval from China's National Development and Reform Commission (NDRC) for the restructuring plan for our joint venture in China.

Based on the plan, CFMA will be restructured into two JVs, Changan Ford Automobile and Changan Mazda Automobile. Changan Ford will assume all of CFMA?s Ford-related business, including development, manufacturing, marketing and sales of Ford-branded vehicles in China. Changan Mazda will assume all of CFMA?s Mazda-related business.

With our two partners, we now are working through the rest of the regulatory approval process with China?s Ministry of Commerce, State Administration of Industry and Commerce and Ministry of Industry and Information Technology to complete the restructuring.

The restructuring of Changan Ford Mazda allows us to further concentrate on our One Ford Plan by focusing on the Ford, Lincoln and JMC brands in China, while letting Mazda focus on its Mazda brand in China.

WardsAuto: Can Ford catch up to rivals such as General Motors and Volkswagen in China? If so, how?

Hinrichs: Our strategy isn?t about ?catching? anyone.? It is to serve the customers of China and our other APA markets with a full family of products that are the best in quality, fuel efficiency, safety and smart technology. The momentum we are seeing in our sales growth in China is a great indication that customers want and value the products we are providing.

And we are just getting started. By 2015, Ford will bring 50 new vehicles and powertrains to APA. We will double our retail outlets in the region from 2010.

We watch our competitors carefully in all markets and learn from their successes and failures as we compete with the same competitors in all markets.

However, we know it is more important to stay laser-focused on our strategy and delivering what customers want. In the end, our customers will decide what level of market share we have in China once we provide a full portfolio of wonderful global One Ford products.

The Insurance Journal didn?t include further information or explanation, but the data clearly show that California businesses are near the top end of spectrum when it comes to forking over workers? comp premiums.

In 2010, last time this survey was done, California ranked 5th, so it?s moved up two notches in the last two years.

Different forms of a single blood type gene determine what types of molecules sit on your red blood cells: type A molecules, type B molecules, A and B together, or no intact surface molecules in the case of type O (O was originally called type C, then was changed to O for the German ?ohne,? meaning ?without?).

The A, B and O versions of the gene differ only slightly, and scientists have debated two scenarios to explain their evolution. One posits that the A version of the gene existed long ago, and the B and/or O versions later cropped up independently in several species (including humans, gorillas, baboons and chimps). Alternatively, all of those species may have inherited the A and B types from a single ancestor.

To get some bloody perspective on the matter, researchers led by S?gurel looked at a particular stretch of DNA in the blood type gene in humans, bonobos, chimpanzees, gorillas, orangutans and several species of monkey. Then the scientists compared that stretch of DNA across species on the larger primate family tree. The pattern they saw suggests that the A and B blood groups were around at least 20 million years ago, well before the chimp-human split, and probably as far back as the common ancestor of humans and old-world monkeys. Sections of DNA in the human A version, for example, more closely matched the A version that gibbons have than the human B version of the gene.

Exactly why evolution would favor a mix of blood types in so many species is a mystery. Depending on blood type, people are more or less susceptible to particular pathogens. Type O people, for example, are more susceptible to cholera and plague, while people with type A are more susceptible to smallpox. Blood group diversity may have been maintained for so long because each version was immunologically advantageous in certain times and places.

?That diversity may have led to protection against whatever might come your way,? says glycoimmunologist Brian Cobb of Case Western University in Cleveland.

People with type A are also more prone to dangerous blood clots, Olsson says.
